ABSTRACT This research is motivated by the phenomenon of abstention in Indonesia. In each election, the number of abstention is always increasing in Indonesia, both the legislative and the presidential election. The abstention phenomenon becomes usual in Indonesia and also Yogyakarta City. Comparing with other region, the number of abstention in Yogyakarta is relatively high. Public mistrust to government led to the democratic event was no longer important. The political education was given during in school only just subjects. This phenomenon becomes important to KPU, and became the main agenda in each election. KPU was not only socializing how to choose but also as political education, political awareness within the community to support the elections. The aims of this study was to determine how the management of communication used by the KPU Yogyakarta in communicating its campaign. The research methodology uses a qualitative approach. The concept of communication management become a focus of this research is to understanding of the public identification, formulate objectives and communication strategies the KPU in using of media and creativity in conveying the message. The results showed that as the regional KPU conveying messages from the KPU central is still hampered by the limitation that specified. The limitations in the use of media make information provided by the KPU less maximal. It covered the area that should be given information is not proportional to the amount of human resources in this case is a volunteer democracy. But five segments defined by the KPU or the identification of the target is very appropriate. With this determination, the KPU Yogyakarta can creatively in accordance with the segment so that the flow of information on target.
