ABSTRACT It is no longer a secret that the practice of procedural democracy in Indonesia is always tinged with modes that are transactional. Transactional means there are benefits exchange from one party to another party. This mode even became the mandatory instrument for anyone who proceed in the practice of the procedural democracy or commonly known by the election. The only goal is to win the fight. One of them is Pilkades (village head election) that are recognized as the purest form of democracy implementation compared with another contestation to gain public position is also entangled with the problems of marketisation representation system. .
