ABSTRACT The development of health sector held important role in improving the prosperity of community. Therefore, many countries in the world developed health security schemes in order to be able to provide suitable security for the community to get a good health protection. The efforts to protect for the poor has been by local and central government, but still unable solve the problem. Early 2014 became the right moment for the countries to give the real and fair protection to every single individual. It was conducted to persuade the universal health security to all of society member as being depicted in Undang-Undang No 40 Tahun 2004 about National Social Security System. In this matter, government held Jaminan Kesehatan Nasional (JKN) that was handled by Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan. However, several problems that occurred in the initial appearance of the program had lead the community to doubt JKN to become a better and successful health program. The research aimed to acknowledge the implementation of social health security for unwelfared community in transition period and to know the quality of health service after JKN had been performed. It aplied qualitative method by means of interviews to get primary and secondary data. While in the process of analyzing the researcher used data reduction, data presentation, and drawing conclusion. Based on the result of the research on social health security for the poor after the implementation of JKN, the researcher took several conclusions, among other were: 1) based on the implementation of JKN in transition period, the fact gave description that JKN could not be a reliable heath security for the poor in getting health care. This could be seen clearly from the lack of synergy and the low level of commitment that elements of holder had given. The fact also showed there’s quota limitation for the community to get their health care from health facility. 2) From the aspect of health quality service, the researcher got description that there were improvement, especially in the hospital belong to government though there were several dimensions that did not have enough increasement. The health service quality that shown by private hospital was still low. It could be seen from the existence of the policy that was set to follow the regulation published by BPJS Kesehatan.
