ABSTRACT This research aims to find out the communication management that done by the Border Regulatory National Board (Badan Nasional Pengelola Perbatasan - BNPP) in the concentration of Development Areas (Wilayah Konsentrasi Pengembangan - WKP) of borderland in Regency of Talaud Islands in 2014. Communications management is covering two things namely Situational Factors (the goal of communicating, audience/audiences, the sender/Communicator); Design Factors and communication strategy (the selection of media and messages). The methods used in this research is a case study. As for the phases that are used in case studies: first, making the case study as a research strategy; Second, design a case study; third, do case studies (collect evidence and analyze evidence); Fourth, the reported case studies. This research was conducted at the National Border Manager (BNPP) in Jakarta. In collecting evidence, the document official letter BNPP to WKP Talaud Islands Regency border areas by 2014 becomes the primary focus in data mining. Besides conducting interviews with some of the informants were chosen to investigate cases that are being investigated. Based on the results of research and analysis of data communications management BNPP on the WKP Talaud Islands Regency border areas by 2014 it is known that the communication is done by BNPP is on four areas, namely communication policy communication, communication, communication budget coordination needs implementation, and evaluation of communication and supervision. Communications management BNPP in 2014 on the WKP Talaud Islands Regency border areas assessed are not maximum, because a number of problems faced by the people of Talaud islands of which the low utilization and management of capture fisheries potential (marine/fisheries) and not back in the cross border trade between Talaud Islands Regency with the Philippines. Communications management at both the sector should be a top priority in the year 2014, so the various parties able to move either the Government, or the private economy and society as a whole to jointly exploit potential areas. This study provides recommendations to the BNPP to perform the steps in optimizing communications in border areas that have the characteristics of the Islands.
