ABSTRACT The phenomena that occurs in Bandung recently is the high frequency of motor gang deliquency, ilegal race and danggerous driving. These things are done by teenagers who are still in junior and senior high school. This phenomena has distrub the local community is startled by the crime news rose in media (New Paper, Tabloid, Radio, Tv) that done by motor gang teenagers. In 2005 local goverment has passed the law about prohibition of ilegal race and motor gang. Unfortunately, the low is ignored by the motor gang member. This research aims to analyzed the effort of local goverment in adressing the motor gang disturbances. The benafit of this research is as suggestion for local goverment and community in order to over come the motor gang disturbance furthermore, this
