ABSTRACT Social Movements in Umbul Gemulo through FMPMA is pure movement by the people who mainly due to opposition to the development plan that Hotel The Rayja environmentally damaging source of water, with the government and the corporation as its common enemy. The model shows how the social movement in Batu mobilize itself up to become a potential force and progressive as a form of civil society are in the resistance against the State, in this case the government mayor of Batu. From this condition research began using the concept of movement that is related Tilly wronged form of movement by the population ( disadvantaged groups ) to exiting holders or power ( authority ). thesis aims to describe the phenomenon of social movement organizations with the big question is "How Social Movements in the Build Process for Rescue Water Spring In Umbul Gemulo Batu?‖. Research with qualitative methods and exploratory approach that shows their strength FMPMA presence behind. Using the technique of in-depth interviews (depth interview) to the informant as the actors involved in FMPMA, researchers described as a social movement supported by the NGO and can get the attention of many audiences , such as environmentalists, politicians, as well as intellectuals, nor civil society the other, to make FMPMA into an organization that was well respected by the City of Batu. FMPMA that emerged from the initiative of public figures who have the same concerns will be the environmental damage caused by the construction of Hotel The Radja on land that should be protected by law by law the government, in its development has become a role model of CSO through action. FMPMA also be experiencing dynamic organization and hibernate in the midst of their movement. Terror and threats of criminal law against those forms of mass action , the conflict between the coalition and the dark riders, and the use of political also be intrigue in FMPMA organization. However, this condition also makes FMPMA more mature with the strategy and tactics of the movement. In fact, FMPMA able to control the movement of the networks that are within the coalition and the political opportunity that they use, the condition makes FMPMA into a mature organization movement a decisive step in his own movement .
