ABSTRACT Gender mainstreaming chosen as national development strategies to achieve gender responsive development. However, this strategy on its implementation are still many obstacles. Gender mainstreaming should be applied by all institutions, both central and regional government, in fact, cannot be done thoroughly. There is still reluctance and inability of the government agencies in adopting and implementing gender mainstreaming in accordance with their respective fields.
