Their seriousness are manifested into international environmental forum, UN Climate Summit which is held on September 23, 2014. During the summit, U.S. President, Barrack Obama, delivered speech that call the effort from many countries in the world. The problem is, the promotion of alternative energy that is environment friendly is recently under pressure. Using data qualitatively collected, this research offers new insight to understand behind U.S. inconsistency. This research studies the trade barrier imposed by U.S. towards solar panel imported from China during 2012-2014. Inconsistency means trade barrier is inconsistent with U.S. commitment to combat global warming and climate change. This research concludes that solar panel domeesetic market bipolarism and U.S. political domestic culture are responsible for U.S. strategic inconsistency from drifting the issue to domestic realm. Consequently, U.S. enthusiasme to reduce global warming and climate change is undermined. U.S. that is always in the fore stage amongst many nation to combat global warming and climate change is stumbled upon inconsistency as it drifts policy into domestic border.
