Negosiasi Jasa Keuangan Indonesia dalam ASEAN Framework Agreement on Service:(Studi pada Jasa Reasuransi)

2016 | Tesis | Ilmu Hubungan InternasionalABSTRACT AFAS negotiation is a regional-level negotiation that concern on financial service liberalization, in specific it discuss any things related on non-bank financial institution such as reinsurance services. This thesis is intended to know about Indonesia position and strategy in AFAS financial service negotiation in reinsurance sector. This research use qualitative method with explanatory approach. The method in collecting data is in depth interview to AFAS negotiator and domestic insurance/reinsurance actor, also with literature study related to AFAS negotiation. Based on data analysis, result from the research show several things such: 1. Indonesia tend to protective in insurance/reinsurance service liberalization and will not optimize expansion chances in AFAS, due to domestic sector condition still need a revamp in parts of the governance and regulation. Yet, insurance/reinsurance aspiration to do protection also become the consideration; 2. Policy space practice becomes Indonesia tactics in negotiating with other ASEAN country to keep the commitment level owned, to be not higher than existing commitment in WTO; 3. It is known from every sector that negotiated in AFAS, not every ASEAN member do have interest on each sector negotiated and tend to keep their service commitment level. It is supported by ASEAN Minus-X scheme that give looseness to ASEAN member to not give service commitment. Keywords: AFAS, Negotiation, Service Commitment, Domestic Interest
