Konsepsi Dynamic Equilibrium sebagai Artikulasi Politik Luar Negeri Indonesia di Asia Pasifik

Abstract This study discusses the conception of Dynamic Equilibrium as the articulation of Indonesian foreign policy in the Asia Pacific region, particularly with regard to the emergence of new major powers in the region, China’s aggressiveness in the South China Sea and Indonesia’s efforts during its tenure as the chairman of ASEAN to seek ASEAN centrality in the Asia Pacific region. The objective of this study is to explain Indonesia’s interests in the conception of Dynamic Equilibrium and the concrete implementation of such conception by Indonesia. This study is a qualitative study using literature study to collect data. The theory uses is the adaptive model of foreign policy suggested by Rosenau. This study shows that Indonesia’s interests in the conception of Dynamic Equilibrium are to prevent escalation of the tension in the South China Sea and to ensure regional order and solidity of ASEAN to be the core of the region. In addition, this study shows that the conception of Dynamic Equilibrium is implemented using the mechanisms of extended ASEAN organizations to foster regional cooperation while attempting to establish a formal security regime called the Indo Pacific Community to deal with security issues in the region.
