ABSTRACT Slum area improvement policy in banks of Kali Pepe river pursued in order to organize the banks area that should be cleared of settlements, was already a settlement area for low-income people. Such conditions lead to environmental degradation and settlements. It also affected Kali Pepe river which affected by environmental pollution and degradation water quality of the river. The aim of this study was to determine the performance of policy implementation of slum area improvement in banks of Kali Pepe river in creating a clean environment without flaming in Setabelan and Keprabon Villages, Banjarsari Sub-District Surakarta. The method used is descriptive qualitative with in-depth interview techniques. In the analysis of the performance of policy implementation of slum area improvement in banks of Kali Pepe include the implementation process / policy implementation, outcome / output policy and the impact of the implemented policies. In addition, also analyzed the factors that affect the performance of policy implementation of slum area improvement in banks of Kali Pepe river in Setabelan and Keprabon Villages, Banjarsari Sub-District Surakarta. The results showed that the performance of policy implementation of slum area improvement in banks of Kali Pepe river in Setabelan and Keprabon Villages, Banjarsari Sub-District Surakarta has been running well and effectively. The approach taken is a mix of top down and bottom up approach by empowering and positioning the target communities as subject / policy actors. One thing which could hinder the implementation of the policy is resources. Research recommendations is preparation of the budget, so there is no waiting period of time due to limited budgets even in the absence of policy implementation. Preparation capacity of the target communities is also needed, so that the implementation of the policy could be implemented when the targeted communities are ready and support the implementation of the policy. In addition, the development of the capacity of planner to increase capacity from an expert (technocrats) become facilitators who assist communities in formulating their own plans for sustainable manner which communication skills needed to support it.
