This research combines several concepts of energy security, as follows: Xu Yi-Chong’s energy security concept as the main concept in viewing the domestic aspects (relating to the request) and international aspects (relating to the supply), as well as supporting concepts: 1. the availability of energy (the concepts offered by Michael T. Klare and Bernard D. Cole ), 2. accessibility barriers (Bernard D. Cole and the Asia Pacific energy Research Centre), 3. utilization of military capability in ensuring energy security (Bernard D. Cole), 4. efforts to increase energy security (International energy Agency), and 5. multi-track diplomacy (Louise Diamond and John McDonald). Keywords: energy security, foreign policy, China
