ABSTRACT Construction standard is the most valuable thing in guarantee quality of infrastructure. In consideration of the strategic role of construction standards, naturally need to manage the institution of construction standard to be better. Norms or rules that should facilitate the actors in shaping the values for the institutional development of construction standards to be obstructed by the interaction of interests of the actors. In order to organize the interests of those actors to be in line with the objectives of standardization activities in the formulation of construction standard then needed the most appropriate institution in order to accommodate the dynamics. This study aims to determine the dynamics of relations between actors in the institution of construction standards as well as the interest’s interaction between actors in the institution of construction standards that have implications on the delay of the process of formulating construction standards in the Ministry of Public Works and People Housing .
