In addition, the Hoga Island is also used as one of the places featured in the tourism sector Wakatobi. Informants in this study is the village community Ambeua Raya, community leaders, youth leaders, employees Hoga Dive Resort, manager of Operation Wallacea, and Local Government. The purpose of this study to determine community participation in the management Hoga Island as a tourist area and the welfare of rural communities Ambeua Raya. The method used in this research is descriptive qualitative interpretative approach. Villagers Ambeua Raya as an integral part of the tourist area of the Hoga Island has the potential to participate and see both as a subject directly related to tourism as well as cultural objects which appeal is one of the tourist motivation to visit the sights of the Hoga Island. Hoga Island Management as tourist area in order to improving the welfare of the people prepared by the Regional Government of Wakatobi Regency includes planning, implementation and monitoring. However, on the other hand the rural communities and the government Ambeua Raya is not yet fully involved in management planning Hoga Island. Consequently, the level of participation of rural communities Ambeua Raya is at the level of tokenism to five the placation. Wakatobi Government and the private sector set up business in the Hoga Island as superiors to follow policies. Community Ambeua Raya spontaneously participate in the management Hoga Island without any directives or training of the various parties, especially the District Government Wakatobi. The forms of village Ambeua Raya community participation in the management of Hoga Island by offering transport services by land and sea, build and manage 165 homestay, a tour guide, the administrative manager, marketing of local products and cultural creations. Socio-economic of rural communities Ambeua Raya not accommodated in local government policies and programs. Although there are, but the implementation of the field isn’t so. This issue makes the community of Ambeua Raya in capturing the economic opportunities are still low, the limited ability of capital, skills required for tourist activity is still low. Consequently, the purpose of tourism for the welfare of local communities is still difficult to achieve. Keywords: participation, community, management, tourist areas.
