Abstarct This study is aimed mainly at tracing the politics of the lacking subjects. The subjects who become the activist citizens that try to resist the symbolic order that is hegemonizing the empty space of power in Western Manggarai Regency. In other words, the study is proposed to explain the politics of citizenship that i call here the multitude of activist citizens. In this study, I put forward the argument that citizenship is the act that creates the rupture in the hegemonic order through making the multitude of activist citizens. This argument is generated by analysing the Baku Peduli Movement as an antagonistic forces that resist against the neoliberal regime. The resistance emerges because of the permanent limitations of neoliberal ideology that become the regulative principle of the state. Limitations of the neoliberal appear explicitly within the crises or the problems that are produced by it. This study has found various problems, for example, dispossession or exclusion of local people from their public space (called: Pantai Pede). The exclusion or dispossession happens as a result of the oracle of neoliberalism. This oracle operates within tourism sector in shape of policies. Another problems take place in agriculture sector. In this sector, neoliberalism works through agribusiness logic which brings about the coloniality conditions for the peasants. As Badiou said, however, “the man is the creature that has a capacity to know himself as a victim. In that moment, he/she defies to be a worthless people. He/ she exists not to go to the death but to the emancipatory life. He/ she is a demos. Those crises that have shown to us the limitations of the neoliberal ideology, at once become the condition of possibility of the resistance of Baku Peduli Movement. The movement emerges by organizing and making the multitude of the activist citizens. This multitude take place in two organizing movements: first, Save Pede Movement and the second, Daulat Tani Movement. By making the multitude of activist citizens, Baku Peduli Movement becomes Movement of movements.
