Abstract This study aims to analyze and elaborate on the extent to which the transformation takes place resulting in the rejection issues and embodied in social movements that lasts a long time in the area of iron sand mining. In particular, this study tries to show the strength of the state is actually only rely on private interests and role as economic actors, which in turn occurred omission from the elimination of public diruang society. The research was conducted using case studies, focusing on the case of iron sand mining in Kulon Progo Regency. Explored the special case is the case of granting iron ore mining project to PT JMI in coastal areas affected Progo regency of the project. The necessary data as supporting primary data and secondary data related to the topic of this study was to reveal the relationship of conflict transformation is characterized by shades of contestation that leads to social movements, namely: (1) the interests of the state, local elite and the private sector as the interests of the dominant; and (2) the interests of the farming community land sand as the interests of the oppressed. In this case, the state is represented by the central and local governments; Local elites represented by the Sultan and Pakualam; The private sector is represented by PT JMI (PT JMM and Indomines Ltd.), and the local community represented by PPLP and LBH. This case study shows that the state is present in the community as the most dominant regulator of resources without compromising with the other opposing interests, including the interests of coastal communities. In this case, the state acts as an autonomous actor in dealing with various interests in the public sphere. Actors who have similar interests with the state was given legality through policies issued, while the other actors (PPLP) which even fought on the basis of collectivity, the competing interests can be ensured followed, including using violent means. In the power relations of the sort, the state would be in favor of economic actors, political, and government that have similar interests through mutually beneficial collaborations, and be ignore society or social group rejects any policy.
