GOLPUT: Perilaku Pemilih Rasional :(Studi kasus Pemilihan Kepala Daerah Sumatera Utara Tahun 2013 di Kecamatan Medan Baru)

2015 | Tesis | Politik dan PemerintahanABSTRACT This research wants to picture the high number of white-voters during North Sumatra Gubernatorial Election in Medan, North Sumatra, in 2013; 63,38%. The research aims; First, to identify the factor caused the high number of white -voters in Medan during Sumatra Utara Gubernatorial election in 2013. Second, to discuss and get the understands the white-voters from the perspective where participating in the election is seen as a consequence of the lack of accommodation of the interest of society. To reach the goal, the researcher used Voting Behavior Theory, Rational Choice, Psychological Approach, and Sociological Approach to analyze and map the elite and informants that were 52 people came from different ethnics, religions, employment and educational background. This research also uses qualitative case study methodology which collects the data through observation and in-depth interview. The results shows that the important factors caused white-voters phenomenon in Medan Baru district are; First, Ethnicity, Religions, and local people as a candidate of the governor issue. Second is the accumulation of society’ s disappo in tments throu gh loca l governmen t’s wor k. Third, the bad public services; prolonged electricity crisis, and number four is vulgar political attacks ahead of the election. This research concluded that nowadays non voting behavior phenomenon could not be treated as a legitimacy of power. Smart voters are not like puppets which cannot be separated from the master’s co ntro l. The voter s wh o th ink rationally and logically will take the initiative not to use their right to vote. Conceptually, they have higher participation quality, but unfortunately, this higher quality is being discriminated by a concept where the quality of an election is showed by the quantity of people participating in it. Therefore, white-voters phenomenon in Medan should become learning for everyone taking a part in electoral democracy, generally in Indonesia, and especially in Medan and North Sumatra. White-voters in Medan had rational arguments in deciding not to vote in the Gubernatorial election in 2013. This research emphasized that according to the data from the observation, this research took the position where white-voters are rational political moves, and are not the enemy of democracy.
