Pengelolaan dan Pemanfaatan e-Government pada Pemerintah Kota Yogyakarta

In this era of democracy and transparency, the government are required to be more responsive and transparent in providing public services. An excellent public service indicates the government’s new awareness of their primary responsibility to manage good governance. The paradigm shift in the public service that put an emphasis on ease, speed and transparency cannot be separated from the demands of the public for the ways communication is facilitated. In attempts to meet the needs of providing services to the public, the government, both at the state or regional level, need a communication channel that can be easily accessed by the public. The government must create a conducive climate for communication with a view to maintaining the continuity of the government and the public. Yogyakarta City Government developed UPIK which stands for Unit Pelayanan Informasi dan Komunikasi (Information and Communication Service Unit). The function of UPIK is to provide information services which hopefully can generate effective interactions. UPIK received several awards including those awarded by the Warta Ekonomi magazine, the Indonesia Digital Society Award and it also became a Finalist of the United Nation Public Service Award (UNPSA) 2014 held by the United Nations. UPIK is one of the e-government activities in the form of government-to-citizen services. The management and utilization of e-government UPIK has been running well and brought positive changes in Yogyakarta City. Among the obtained results are the ease of information delivery and public complaint submission through UPIK which facilitates public participation to establish the city and monitor the performance of the local government. Some of the favourable factors for the successful implementation of UPIK in the form of a back office are the legal basis which includes the mechanism and the organizational structure of media management, responsiveness, clarity in terms of the mechanism and the flow of follow-ups, ease of use and the control mechanism of the leadership. Those are the important points for the successful implementation of UPIK so that it managed to win some awards. Some aspects which need to be improved are dissemination of information about the use of UPIK to the community, development of alternative media as well as improvements in terms of the quality and quantity of the human resources in charge of managing this UPIK.
