2015 | Tesis | S2 Magister Administrasi PublikABSTRACT Whether realized or not, nowadays food insecurity issue becomes strategic problem which demand comprehensive solution. Food availability becomes critical in building food security at the community level. In order to address the issue of food insecurity, one of the strategies undertaken by the Government of Kulon Progo Regency is revitalize or develop Community Granaries (LPM) which institutionally acts as a provider of public food reserves. The LPM managed by local community groups. However, in reality not all barns management went well. Various level of implementation occurs in society such as what happened in LPM Ngudi Rejeki and LPM Bogo Rejo. This research aims to inquire and examine the role of social capital in the management of the barn from those two LPM. Furthermore, this research is also study which elements of social capital that plays the important role, social capital’s typology and also the role of social capital itself. This research is a qualitative research with explanation level which compares the role of social capital between LPM Ngudi Rejeki Group and LPM Bogo Rejo Group. Both barn institutions are chosen because LPM Ngudi Rejeki is granaries institution which well managed while LPM Bogo Rejo is in the opposite condition. The result of the research is that social capital which play the role in barn management are trust, reciprocity, norm, and network. While the condition of social capital in both LPM can be explained as follows: the Ngudi Rejeki LPM institution has strengthened, maintained and empowered existing social capital so that there is a positive impact on the management process in effective and efficient way. The LPM Bogo Rejo conditions related to its existing social capital needs to be strengthened and developed, especially in the aspect of trust, reciprocity and networks. Another lesson from this study is that there is basis of social bonds such as regional bonds (locality), kinship and common purpose (orientation) that sustains the social capital in the process of managing LPM. Then related to typologies of social capital in both the LPM can be identified as bridging social capital which characterized by openness, flexibility, tolerance, and freedom. Other thing which can also be seen from this LPM management process is the Sami Handarbeni value attitude shown by the board and members of the LPM Ngudi Rejeki but not for the LPM Bogo Rejo.
