2016 | Tesis | Manajemen dan Kebijakan PublikABSTRACT Regional government of Surakarta (Pemkot Surakarta) has conducted intensive parking arrangement amid uncontrolled growth of vehicles including made Regional Regulation of Surakarta No. 1/ 2013 (Organizing Transportation). This regulation authorizes the Surakarta Transportation Communication Informatics (Dishubkominfo Surakarta) to implement locking-wheel policy to the car that parked in unauthorised places. However implementation process of this new policy creates dynamics. This research took place in the Surakarta citywalk where this area is the appearance of the city and pilot project for the policy implementation. It aims to investigate the implementation process of locking-wheel policy at Surakarta city walk as well as determine factors that influence its implementation. This descriptive qualitatif research employs a mix approach or a hibrid approach to obtain comprehensive data that helps researcher analyzing this policy implementation. The first one is Stufflebeam‟s CIPP model as the top-down instrument. The second one is the bottom-up instrument with two main focuses: street level bureaucrat and target group. It applies purposive sampling and uses primary and secondary data that are derived from indepth interview, documentation and nonintervention observation. Furthermore, the data analysis used is interactive analysis by Miles and Huberman. Whereas for the data validity used data triangulation technique. The results show that the implementation of locking wheel policy at Surakarta citywalk has been going well and quite effective to reduce parking violations.
