ABSTRACT This thesis examines the phenomenon of transnational actors in international relations at the level of conceptual and empirical. Transnational actor in this case is defined as an individual or group as a cross-country influence government policy in a particular field.4 Transnational actors play a role in international relations as relations between states or state to state diplomacy have problems and cannot resolve the problems. Nye and Keohane see non-state actors have a great opportunity to participate directly in international politics, and become important not only in relation to their activities in pursuit of their interests, but also in influencing government policy of a country become more sensitive to the other state.5 According to Huntington, a transnational organization can include government organizations and non-governmental.6 If the transnational organization could be a government organization and non-governmental, the transnational activity can also be carried out by both state actors and non-state.
