ABSTRACT This research is conducted in Bank Sampah “Gemah Ripah” located in Badegan, Bantul, DIY. The informants are the initiator of Bank Sampah itself, as well as the board when the research was happening. The aim of this research is to discover the process of institutional entrepreneurship that drives the emergence of the bank sampah while in the other place the effort to make bank sampah is usually failed. Thus, the method is qualitative with descriptive approach. Result interpretation is using institutional entrepreneurship theory proposed by DiMaggio and complemented by Battilana and Kusworo. The result of the research shows that Bank Sampah “Gemah Ripah” is a part of organization named Bengkel Kerja Kesehatan Lingkungan Berbasis Masyarakat (BKKLBM). The emergence of it is a part of a process resulted from actor-structure relation which happens during the form of the organization. The making process of the bank sampah can be classified into three parts: from pra invention to pasca invention. The process began from a contradiction that pushed motivation to do community based waste management (CBWM). The organization then getting develops as an impact of the presence of reflexivity among actors. The relation between actor and structure in the making of the bank sampah happens as long as the organization still exists. The relation could happen because actors have their capacities to do so. The capacities pushed them to execute the idea and forms an organization contains of three elements: goal, formation, and function. Aside from that, the consequence of this is the change of the elements of institution or the developing of organization activity marked by periodic difference of goal. As quotes by Giddens, the actors of BKKLBM has self-reflexivity that make them not easily satisfied with their achievement and do not make the activity goes in a linier way. The change paradigm of waste management because of the emergence of CBWM is a proof that change could be happen from an individual action. This is also proof that there is an institutional entrepreneurship activity lies in Badegan. Yet, that action is collective. In the beginning the main actor was individual, then an intense interaction makes the activity could be institutionalized into a small group. This small group then makes the bank sampah as a medium to institutionalized waste management in wider scope.
