Pembangunan Negara tidak Berbuah Demokrasi Faktor Harga Adopsi Demokrasi di Somalia

2015 | Tesis | Ilmu Hubungan InternasionalABSTRACT Thesis entitled “Statebuilding Does Not EndWith Democracy: Adoption Cost Factor in Somalia” contains a statebuilding process that can fail to generate democracy because of adoption cost factor. This research using Somalia, a country in Horn of Africa region that is in democratization phase despite challenged by domestic elites, as a study case. This research aims to test the adoption cost concept and explain the importance of this factor in a statebuilding process. This approach using statebuilding concept to analyze the state institutionalization process, adoption cost to get the insight of bargaining process between peacebuilders anddomestic elites, and relates these two concepts with democracy concept as the peacebuilding‟s success indicator. Statebuilding in Somalia is strongly influenced by clan politics. The process in Somalia shows two different sides of statebuilding, one is it can undermine local capacity, and in the other hand is domestic elites using this opportunity to maximize their benefit. This argument is strengthened by the findings that showed an intrusive mission triggered distrust among society members that shown by some attack by Al-Shabaab and militant groups, overwhelming aid created a dependency resulted in incapable state institutions, domestic elites tended to using “weakness paradox” card to ask for bigger aid, and Somalia bad neighborhood also complicated the process. According to the result of this research, it is concluded that the failure of Somalia‟s statebuilding to create democracy is caused by the faults during the process that can not persuade the elites to fully adopted the democracy concept.
