Diplomasi Kemanusiaan Asean terhadap Myanmar:(Studi kasus Bencana Siklon Nargis

ABSTRACT This thesis aims to analyze the extent of ASEAN humanitarian diplomacy in its effort to make humanitarian intervention for the victims of Cyclone Nargis in Myanmar, in which has a strong opposition from the military government of Myanmar. Although the military government of Myanmar has done the same response to all the donors who want to help the victims of Cyclone Nargis, but its only except for considered friendly nations. ASEAN as a regional organization which Myanmar is belong, has been trying to take the initiative to diplomacy with the military government Myanmar through an typical diplomacy of the member countries of ASEAN through the cultural approach which called ASEAN Way. This study focuses on ASEAN business through humanitarian diplomacy that developed by ASEAN to address the principle of non-intervention which has become one of the main foundations of ASEAN itself. The data were obtained from literature through books, journals, newspapers and articles online, as well as reference data from the internet. This thesis research resulted in several discoveries. First, ASEAN was instrumental in the opening of the access to and the delivery of humanitarian aid workers in Myanmar. Second, ASEAN humanitarian diplomacy proved to be an effective way to deal with the principle of non-intervention which is held firmly by the military government of Myanmar. Third, the understanding of the development platform disaster management needs to be improved and deepened in order to minimize the potential for disaster victims in the region in the future.
