ABSTRACT This thesis aims to discuss about regional education cooperation, which is the goal of harmonization of education standards in Southeast Asia. The process of regional cooperation in the field of education is carried by Southeast Asian Ministers of Education Organization (SEAMEO). Some programs have been conducted such as establish the SEAMEO Strategic Plan (SSP) (2011-2020), by entering the harmonization of education standards focus into strategic objective and signed SEAMEO Statement as the accelerator of these goals. Further, this thesis will present the schemes related to the harmonization of education standards goal within SEAMEO. To analyze how about the success measurement of such cooperation process if be observed through the degree of compliance between actors.
