In the development of International Relations evolve toward low politics, such as the issues of economic, social, cultural and humanitarian. Actors involved not only the State but also adds to the Non-State, one NGO. This thesis aims to analyze the role of INGOs (International Non- Government Organization) for humanity in tackling the spread of HIV&AIDS in Indonesia, and will look more specifically at the role of INGO HCPI (HIV Cooperation Program For Indonesia) as actors. During provide technical assistance in the form both the budget and the NGO (Non Governmental Organization) and the ministry and related agencies, and for it also no one has studied the help of HCPI as one of the INGO of Australia. This thesis uses qualitative research methods. Through analysis of the various books, articles, journals, and other relevant sources, the authors found the help that is given by Australia through one INGO in point is not merely to humanity but no other intention, and also whether the INGO is already doing principles to humanitarian diplomacy, both humanity, netrality and imparsiality. In addition, the Indonesian government as the recipient of funds both NGOs and the ministry is already implementing the principle of accountability.
