ABSTRACT The shift of governance paradigm from centralized to decentralized has an influenc on the change of forest and conservation areas management paradigm. The management of the conservation areas which formerly are entirely managed by the central governance can be managed by local governance nowdays. Taman hutan raya (tahura) is the only conservation area which is managed by local government through decentralization mechanism. Decentralization policy of Tahura management is expected to attain an effective tahura management. Therefore, it is important and interesting to study how the legislation to be related to the management of tahura, which is organizing the tahura management decentralization system in Indonesia. To achieve the objectives of the study, researcher does a study of the legislation related to tahura management which is considered to be relevant to this study by using qualitative content analysis method. The research result indicates that the legislations that are related to tahura management regulating the decentralization of tahura management through those articles and explanations of the legislations, however in some cases still has not achieved the ideal condition which is expected. The priority of tahura management puts the ecosystem sustainability over the community prosperity. Decentralization of tahura management through devolution mechanism has not been supported by the availability of an adequated budged, meanwhile the present available budget does not provide the flexibility allocation of the budget for local government to manage tahura. Multiple actors concerning in tahura management put the central government as the main actor with a powerful strategic authority. The effort of developing tahura management is arranged through only strategic management using the block system which is directed to attain one specific management objective. Community participation in tahura management has not run optimally. The legislations have not included the detail mechanisms of society participations in tahura management. Overall, the study indicates that the decentralization of tahura management has not comprehensively worked. There is still a tug and pay out of authority which can hamper the effectiveness of the tahura management.
