China‟s claim overlap with other parties such as Philippines, Vietnam, Malaysia, Brunei, and Taiwan. During this time, China became an important actor in the SCS for being involved in all the open conflicts of SCS. In defending his claim, China, ambiguous with aggressive action on the field, also stressed its commitment peaceful diplomacy by always following multilateral forums that discussed about the settlement of the issue of SCS. Therefore, in the first discussion, this study describes about peaceful diplomacy in multilateral forums and Chinese agressiveness on the field during the period of 1990-2015. In the second, this study sought to observe the behaviour of China‟s foreign policy in the conflict of SCS, by analyzing the internal factors and external factors that affect China‟s foreign policy in the conflict of SCS. In the following analytic discussion, this article will explain the reason behind peaceful diplomacy and aggressive behaviour emphasized by China at once on the field.
