ABSTRACT This research attempts to analyze the role of the Indian government in assisting the transformation of HCL Technologies which is one local company information technology (IT) India which today has become Emerging Market Multinational Corporations (EMNCs) and one part of the largest IT global markets. This research also analyze how the strategy of HCL Technologies to be EMNCs , Since the 2000s India is now becoming one of the BRICS member states that are experiencing emerging market and bring new multinational companies like HCL Technologies. HCL Technologies is the firms engaged in the information technology industry (IT), IT services and business process outsourcing (BPO). Internationalization HCL Technologies has been motivated by a strategy to create a competitive advantage to expand and support the Indian government to be able to provide services and products in accordance with market demand and consumers today. This research use the qualitative data collection through library research to accompanied by looking at the development of activities and implementation that runs in connection with the issues discussed. The results of this study are process of transformation of HCL Technologies as an IT company latecomers to the global market by performing strategic alliances, acquisitions, joint ventures, and other forms of cooperation which is very important to get the technology and knowledge in the development of products and services, and how good corporate management. Where all this can only be obtained by performing a strategic partnership with MNCs from developed countries who are already experienced. In addition, the strategic cooperation in the form of acquisitions and joint venture HCL Technologies can more easily enter the international market to be able to acquire the market, consumers, and experts from its partner companies or companies that acquisitions. This is the strategy of HCL Technologies to catch up and can become one of the influential IT companies until in four continents, especially in Europe and America. In addition, HCL Technologies can prove that companies from developing countries is not lost and can compete with MNC from the state.
