ABSTRACT This thesis is a policy analysis case study that departing not from observation on procedure or compatibility between procedure, but starting from how a conflict of interest take place on policy process. This study took a mine policy conflict in Rembang as an analysis unit. Using Laclau and Mouffe discourse analysis (2008), I make a study who describe the political contestation on discourse occur in policy. The discourse of welfare is a battle arena that contested. Through discourse of welfare, the state wants to build a hegemony of development based on mining. To fill that meaning, the state put the myths of "mining for welfare" as a basis to justify policies that support mining plan. Through these myths, the state sewing some floating signifier in order to produce sedimentation of welfare discourse so that compatible on state point of view. There are three forms on floating signifiers that I found, (1) mining plan is the best way for welfare, (2) policy in accordance with technocratic and procedure process always is ‘truth’, (3) mobilization of the acceptance as a sign of approval of mining plan. However, the hegemony that established by state is very fragile. The articulation practice which sustain the formation of discourse of welfare create a missing link that resulted other articulation from social dislocation and antagonism. It occurs because the declaration of green industry turned out be a threat, especially both nature and sociocultural relation in people life. In addition, the policy process claimed as ‘truth’ has been proven a lot of manipulative and corrupt history. These conditions resulted in a movement that attempted subversion on discourse formation previously existing. Instead, citizen build their own definition of welfare through the farming life. According on argument mentioned above, it is shown how a policy never appear in the form of a "neutral and apolitical". In contrast, the policy is representation on the fight of meaning to win a hegemony. Such inference can never be done by policy studies with a rational approach that obsessed to will be “objective” and put analysis on “neutral” position.
