2016 | Tesis | S2 Magister Administrasi PublikABSTRACT Forest development outside the state forest area in Yogyakarta is a policy that involves various stakeholders from government, the provincial government and local government districts. In general, governments have a role to facilitate, support and maintain the balance of private forest functions both in terms of ecological, economic and social. This study aims to determine which government agencies are involved in the policy development in the forest outside the forest area of the country as well as to determine the synergy that is built up over the years. In addition to using an approach based forestry authority set out in legislation, also uses interviews with some forest farmer groups in all districts in the province as the receiver of the policy impact. Besides, it also conducted interviews with non-governmental organizations to get an idea of the dynamics of the role of each institution in the field. The study also tried to describe the synergy between existing agencies based on the six criteria of success according Deseve synergies. The results showed that there were 10 government institutions directly involved in the development of forests outside of state forest land in DIY consisting of one central government agencies, two provincial government agencies and seven local government agencies. However, after the enactment of Law No. 23 of 2014, the government agency directly involved in the development of forest outside the state forest agency is only one central government agencies and two provincial government agencies. The synergy among the stakeholders involved has not established optimally. Characterized by the presence of two indicators of success has not been achieved synergies of a total of 6 indicators that exists is the indicator of commitment to a common purpose and trust Among the participant. Implementation of development policies in the forest outside state forest areas in the DIY shows an interesting phenomena. Although synergy among government agencies that there is less running optimally, additional forest area people always increase every year. However, improvements in terms of absolute discretion to do because of the forest people who were not currently included in forest areas so that a minimum forest area in DIY legally impossible to achieve.
