ABSTRACT This study discusses the liberalization of higher education in Indonesia with regard to the rules of the General Agreement on Trade in Services (GATS). WTO through GATS has made the provision of services becomes an important role in international trade. Higher education as one of the sub-sectors of education services has become one of the growing commodity and capable of moving between countries. The benefits of higher education services trade is generally obtained through the presence of foreign students and open the campuses abroad as a profitable way in trade in higher education. Mobility of institutions of higher education occurs from developed countries to the developing countries to expand the range of services and get larger market. Whereas the mobility of students moving from developing countries to developed countries heading for an education which is considered more and superior quality. The developed countries can be said to be getting a greater benefit than the developing countries. Indonesia offers the service trade market sub-sector of higher education according to the rules of GATS through intial conditional offer in an effort to maintain the quality of higher education in Indonesia. The liberalization of higher education in Indonesia is done through the opening of dual degree programs, twinning degree, a joint degree or credit transfer organized universities in Indonesia with partner foreign universities. The policy was implemented in order to improve access to education of international dimensions in an effort to benefit from higher education services trade.
