ABSTRACT Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) Program year 2011-2014 is a program from the central government (The Ministry of Marine and Fisheries Affairs RI/KKP RI) to alleviate or reduce poverty (improving welfare) which is addressed to the target group, namely small fishing groups (poor) in rural coastal areas that have transformed into a form its own named Business Group (KUB). Although it comes from the central government (KKP RI), in the implementation of Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) Program year 2011-2014 at the district/city level, it is still handed over to the executive (implementers) of the districts/cities level itself. The implementation of Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) program year 2011-2014 in Bantul become the size or become a "barometer" to the implementation of Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) program year 2011-2014 at the district/city in the area/region of DIY. The contents of this study (research) is discuss the implementation of Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) Program year 2011-2014 in Bantul and discuss the factors that influence the implementation of Mina Rural Enterprise Development-Capture Fisheries (PUMP-PT) Program year 2011-2014 in Bantul. The title of this study (research) is the implementation of PUMP-PT program year 2011-2014 in Bantul. The purpose of this study (research) is to investigate the implementation of PUMP-PT program year 2011-2014 in Bantul and to determine what factors are influencing the implementation of PUMP-PT program year 2011-2014 in Bantul. This research was descriptive and qualitative approach. Retrieval of data obtained through in depth interview, observation, and use secondary data. The results of this study (research) showed that: first, the implementation of PUMP-PT program year 2011-2014 in Bantul has run according to the rules/regulations which applied in the implementation of PUMP-PT program year 2011-2014; second, the implementation of PUMP-PT program year 2011-2014 in Bantul can run well, orderly and smoothly; and third, the implementation of PUMP-PT program year 2011-2014 in Bantul has a strong influence to the development of business (increased welfare) of target groups/KUB in Bantul. Therefore, the conclusions drawn in this study (research) is the implementation of PUMP-PT program year 2011-2014 in Bantul has been successfully executed (run). Successful PUMP-PT program implementation year 2011-2014 in Bantul is influenced by the following factors: (1) Standard and objectives of PUMP-PT program implementation year 2011-2014 at Bantul was clarity; (2) Sources of PUMP-PT program implementation year 2011-2014 at Bantul was adequacy/sufficiency; (3) Characteristics of the executive/implementers PUMP-PT program implementation year 2011-2014 in Bantul was sufficient to carry out the implementation of program; (4) Environmental conditions (social, economic, and political) did support for PUMPT-PT program implementation year 2011-2014 in Bantul; (5) Disposition of the executive/implementers PUMP-PT program implementation year 2011-2014 in Bantul was very good. Recommendations from this study (research) are: first, the executive/implementers at Bantul in the future remains to be assisting and fostering small fishing groups/poor (KUB) in Bantul after (post) the implementation of PUMP-PT program year 2011-2014 in Bantul; second, the executive/implementers at Bantul must be continue to make a report data on production, income, and savings KUB after (post) the implementation of PUMP-PT program year 2011-2014 in Bantul; and third, Technical Team or Extension/Escort (PPTK) at Bantul in the future really kept his promise in the service of "pick up the ball" to meet each KUB board at Bantul in order to fulfill monthly data of production, income, and saving KUB after (post) the implementation of PUMP-PT program year 2011-2014 in Bantul.
