Analisis Konflik Penggunaan Lahan dalam Pertambakan Liar di Suaka Margasatwa Kuala Lupak Kanupaten Barito Kuala Provinsi Kalimantan Selatan

2016 | Tesis | S2 Magister Administrasi PublikABSTRAK The high public pressure on natural resources in meeting their needs as well as the excessive use of natural resources resulting in the destruction of existing forest ecosystems. Clearing of land in conservation zones for aquaculture activities have resulted in the destruction of mangrove forest ecosystems that exist. This resulted in land-use conflicts between community area manager with the wild farmers. This research aims to find out the history of land use conflict for illegal aquaculuture in conservation areas Kuala Lupak wildlife reserves, know the parties involved in the conflict and their perception of the conflict as well as knowing what efforts have been made in the resolution of this conflict. The approach used in this study is a qualitative approach using case study method. The results obtained that the history of land use conflicts in the region for aquaculture in SM. Kuala Lupak begins with the influx of migrants from Bugis community in 1997 to perform illegal aquaculuture activities in the region. In the beginning of their activities opposed by the local community, but the results obtained from the aquaculture business is quite good as well as the lack of preventive measures, the area manager of local communities join open land into aquaculture areas. The process continues until today even though there is no more new land clearing for aquaculture. Actors involved in this conflict are divided into the main actor and supporting actor. The main actor is BKSDA South Kalimantan and illegal aquaculuture while supporting actor in this conflict is Tabunganen the District Government, Academic and the security apparatus. The perception of all actors in this conflict wants the conflict can be resolved properly. Conflict resolution of the internal BKSDA related to law enforcement through an act of pre-emptive, preventive and repressive. Conflict resolution still do not yet effective in stopping the illegal aquaculuture activities in the Suaka Margasatwa Kuala Lupak. The alternative conflict resolution that can be done through negotiation, social control with the aim to encourage, guide or even force farmers to comply with the values and rules and regulations.
