ABSTRACT Land and forest fires is a package that always been found in the province of Riau, the frequency of forest fire that has been happening since the year 1997/1998 in Riau, and always repeated. Land and forest fires that happened has caused various forms of loss felt by the public, government and private. Riau provincial government control capabilities along with the ranks of the district level governments made improvements to the control, by forming the Association of Command Post with BPBDs Riau Province as a coordinator and in cooperation with other actors. Then by on the background the researcher interested to know the inability of capabilities possessed by Government of Riau Province for controlling land and forest fires, with constraints and defience to give effect to extent of the capabilities of Government of Riau Province. This research is uses qualitative research methods and descriptive. Data collected by interview, documentation and observation. In-depth interviews with organizations charger fire control structures and landforms Riau Provincial Government, NGO engaged Environment and Community Care Fire (MPA). The results of this research where the capability of controlling Government of Riau Province has been focused on the Haze, the blackout stage only. Dimensions support capability in this thesis was to work in accordance with the focus put out the fire so that the smoke haze can be controlled. Obstacles and challenges are also essentially has been well understood by the Provincial Government of Riau, also system improvements carried out but there is no solution in the form of an adaptation to the control target intact. Control environmentally as other issues that arise in this thesis that needs to be studied indepth for the Riau Government, in an effort to prevent fires and save the damaged peat burned.
