Abstract This study examines the development potential based on the analysis of marine and fisheries in East Nusa Tenggara. Marine-based development is a development that utilize the resources Luat to realize economic growth, equitable distribution of wealth, and the continuance of the carrying capacity of coastal and marine ecosystems, but do not rule out the preservation of marine ecology. The main argument in this study is the potential of marine and fisheries in East Nusa Tenggara province has not been fully utilized for the development and welfare and Gross Domestic Product (GDP) of marine and fisheries sector is still low. This study aims to gain insights into the potential of marine and fisheries and how government’s policies in terms of utilizing and developing the marine and fisheries sector for the development and prosperity of the people, what has been done, what were the results so that through this research may also find direction the right policies for the development of marine and fisheries based in East Nusa Tenggara. The method used is qualitative data collection techniques performed deep interview, field observations and document review, with the formulation of the problem of how the management of marine and fisheries sector in East Nusa Tenggara and what factors inhibiting the development of marine and fisheries sector in the province. The results showed that, the potential of marine and fisheries sector in the province have not been utilized optimally for development. It can be seen from the low fish production, infrastructure development which is not accompanied by care and maintenance, not oriented to the development of Fishermen’s Human Resources (HR), too inefficient marketing plot. In addition, the development of marine and fisheries sector in East Nusa Tenggara using model “goverment based development” for natural resources management. The role of government institutions in managing coastal and marine areas are very dominant and less participation of fishing communities. As a result, a lot of government aid that is incompatible with the needs of fishermen. Goverment based development, but it is not followed by good organizational skills. It is seen from the lack of capacity of the implementing organization, less harness science and technology, lack of cross-sectoral cooperation, both among the local work unit as well as private organizations and even other regions or countries. Lack of organizational capacity lead to use and distribution of resources is uneven. Consequently, the negative impact on gross regional domestic product, competitiveness and value added fishery products and the welfare of fishermen in the province.
