Evaluasi Pelaksanaan Program Pengembangan Usaha Mina Pedesaan(PUMP) Perikanan Budidaya di Kabupaten Lampung Tengah

ABSTRACT This research is evaluating a public policy implementation that took the case study of Rural Fishery Business Development (PUMP) Aquaculture program in Lampung Tengah regency within the year 2011 to 2014. The purpose of this research is to find out how is the implementation of PUMP Aquaculture program and also determining the factors that influence the performance of PUMP Aquaculture program in the regency. To know about implementation of PUMP Aquaculture program in the regency, the reseacher tried to find out the stages of the process that taken during the program. While to measure the performance of PUMP Aquaculture program in Lampung Tengah Regency, reseacher used two types of indicator. The first one is policy output; consisting of access, coverage, bias, service delivery and compliance services to the needs of the program, and the second indicator is policy outcome; consisting of initial outcomes, intermediate outcomes, and longterm outcome. The method used in this research is a qualitative research method, with two kinds of data; primary and secondary data. The data collection techniques used were observation, interview and document study, while data analysis techniques used by researcher was inductive data analysis. Implementation of the program PUMP Aquaculture in Lampung Tengah, involving 318 fish farmers who gathered in 28 groups consisting of 12 pokdakan proposals the technical agencies and 16 pokdakan of proposals aspiration with details pokdakan receiver in 2011 (5 pokdakan), 2012 (4 pokdakan), 2013 ( 9 pokdakan) and 2014 (10 pokdakan). Currently pokdakan still active as much as 25 pokdakan, 1 pokdakan switch other business and 2 pokdakan disband.The research obtained based on the measurement of the two indicators; policy output and policy outcome, resulting that the PUMP Aquaculture program in Lampung Tengah regency has the low performance. The low performance is caused by the failure to gain long term outcome, which is to improve welfare and independency of pokdadan. The research also showed that there are at least four factors that affecting the program’s performance; 1). The companion program; 2). fishery production facilities; 3). Coaching and technical training; and 4). Behavior implementor.. Referring to the factors, reseacher recommends for a better type of policy or program in the future. The recommendations are : (1) The appointment of a companion program takes precedence domiciled in the implementation of the program, (2) Availability of production facilities fisheries to support the fishing effort directed at fish farmers (3) Budgeting matching funds each year as a form of local government support, and (4) Behavior implementor; the process of determining the target group (pokdakan) should be carried out on the basis of the proposals of the technical office which handles the affairs of marine affairs and fisheries.
