ABSTRACT Health care is one of the primary services to be provided by the Government or the State to all citizens without exception. The fact that there is not everyone can enjoy the health services as required, especially poor and can not afford. Because health care into a commodity that is expensive. Departing from this premise was born policies Community Health Insurance (Assurance) and then with the implementation of the National Health Insurance program evolved into BPJS Beneficiary Contribution (BPJS PBI). This study aims to determine the extent of policy implementation Jamkesmas and BPJS PBI in Banyumas regency government. For the research methods used in this comparative study 2 case with a qualitative approach. The results of this study point to the fact some of the weaknesses in the implementation of policies Jamkesmas still repeated on BPJS PBI policy implementation, for example: the determination of the target policy weaks reference database validity. It has not been implemented due to the effects of existing data validation. Then the control system is good policy, but has not been implemented optimally. However, there are also weaknesses in the implementation of policies Jamkesmas has improved, so that the implementation of policies BPJS PBI better, such as: the distribution of the budget is no longer gradually through the State Treasury and the Post Office, but is channeled directly to the health facility. Introduction of capitation funds and non-capitation, where for each month capitation funds channeled to the clinic. For non capitation or claims channeled directly to the health facility after providing services to participants. There is also a positive thing in the implementation of policies that tend to strengthen Jamkesmas on implementing policies that BPJS PBI dala terms of quality of service provided. It is part of health care procedure uses a tiered health and entitle participants to choose basic health facilities. The author gives some suggestions for the future needs to be immediately implemented validation policy target, so as to eliminate the wrong target and can accommodate all of the target.
