Motif Rusia dalam Upaya Pembentukan Internasional Code of Conduct for Information Security

ABSTRACT As the world enters the international age, inter-state conflict turn from physical realm into cyber space. States’ anticipation can be seen through the growth of cyber defense among states’ military design. But the lack of state’s coutiousness upon cyber warfare is reflected in the absence of cyber regulation which bind universally in the shape of international law or regime. Until, in the year of 2011, and again in 2015, Russia along with China and the state members of SCO brought forth a proposal of regulation framework for information space named International Code of Conduct for Information Security. This could be seen as an anomaly, since Russia is one of the most suspected state that actively use cyber/information attacks towards other state. And this biggest suspect was the one proposing a law to regulate the cyber space. Russia’s persistance in this matter, to the point of using the long-consuming time General Assembly prove Russia’s seriousness. Thus this thesis will see the reasons behind Russia’s persistance; what motive(s) would be hidden behind Russia’s hard work to actualized cyber regulation despite US and EU’s opposition. Using concept and theory of international law, including International Law of Reciprocity, International Law as Political Instrument, and Stategic Social Construction, this thesis is meant to see Russia’s motive behind the effort to submit the proposal of ICCIS.
