Indonesia’s domestic fuel needs continue to rise, but not followed by an increase in their domestic oil and gas production. As a solution to overcome this problem, Pertamina has to expand their business abroad in order to get new oil resources, as well as encourage Pertamina being a world-class company. The process of business expansion that conducted by Pertamina to Iraq was not going as smooth as Pertamina’s wants, so they need the full support of the Indonesian Government. With the support of the Indonesian Government, Pertamina has successfully made participating interest in one of Iraq’s oil fields in 2013. This research is using the concept of the strategy of nations, the economic diplomacy, and the role of government in clarifying the strategy and the role of the Indonesian Government in supporting Pertamina’s business expansion to Iraq.
