This thesis analyzes the Government of Indonesia diplomacy under two periods from 2004 – 2014 of Susilo Bambang Yudhyono presidency in protecting women migrant workers in Malaysia. Under the Ministry of Foreign Affairs, it become the responsibility of the Embassy of Republic Indonesia in Malaysia to implementing the mission and functions of diplomatic in dealing with the cases of women migrant workers in Malaysia. The reason was because by year to year, the numbers of cases against women migrant workers in Malaysia were growing fast. As the actor of diplomacy toward women migrant workers in Malaysia, the Embassy of Republic Indonesia are still not effective in implementing their diplomatic functions. By using the concept of Function and Mission of Diplomatic and Characteristic of Diplomatic Service, this thesis will explain how the role and what kind of diplomatic functions obstacle conduct by the Embassy of Republic Indonesia which make the ineffectiveness of diplomacy.
