2015 | Tesis | Ilmu Hubungan InternasionalABSTRACT This study discussed about the civilians that still became the victims of conflict eventhough there were peacekeepers placed in the DRC area. The existance of MONUC as one of the peacekeepers placed by United Nations in DRC Country since 1999 to 2010 could not guarantee the protection toward the civilians from the threats of physical violence and the conflict still occured. In order to analyze how the civilians of protection and the threats of physical violence committed by the a peace operation, this study used four stages which did not had to sequentially executed, that were the guarantee and prevention, pre-emption, the response, and the consolidation. There were two factors which could identify that matter,the internal factor and the external factor. Both variables were very helpful to comprehend how exactly the safety and the security of civilians became important for the legitimation and the credibility of peacekeeping mission since the peacekeeper raised hopes of the civilians who experienced conflict. Result of the study was the process of MONUC in giving the civilians of protection from the threats of physical violence could not be solved easily because the civilians were vulnerable and easy to be accessed as victims. The protection efforts remained to be done by various methods in order to minimize the violence and casualities incurred. Therefore, civilians of protection became the main mandate for peacekeepers in the conflict country.
