2015 | Tesis | Manajemen dan Kebijakan PublikABSTRACT This research discusses about the evaluation of the quality of the Senior High School education in Ngada Regency, East Nusa Tenggara Province. Qualified education is the education that resulted many qualified students, namely those students who obtain some excellent achievements, both soft-skills and hard-skills. With their academic capacity, the students are able to compete with other students from other schools. Hopefully, the graduated students are also able to be leaders in many aspects of life to bring good changes in society. The main argument of this study is the products of the three schools that have not yet reach the required competency as stated by the National Education Standard. The aim of this study is to understand the education quality of the three schools and to find out some difficulties they are facing to reach the high quality of education. This study is qualitative research using the CIPP evaluation model of Stufflebeam. CIPP model comprise of four aspects namely context, input, process and product evaluation with the instrument of the National Education Standard to analyze and evaluate the quality of the Senior High School education in Ngada Regency. This model was chosen because based on the previous research it has been resulted good and comprehensive information in educational policies. The research located at the three Senior High Schools in Ngada Regency, that are Regina Pacis Catholic High School, Bajawa Goverment 1 High School and Kejora Private High School. The techniques of data gathering were observation, interviews, and review of literatures. The result of the research shows that the quality of the Senior High Schools education in Ngada Regency is low. The result of the evaluation of the context aspect shows that the geographical and socio-economic conditions of the community become an obstacle for schools in the learning process as well as the support and participation from the community and parents. The use of the National Education Standards as policy guidelines within the framework of the implementation of education policies considered not succeed in realizing the quality of education. Results of this study serve as a feedback to improve the government policy, schools and communities in increasing the quality of education in Ngada.
