2015 | Tesis | Ilmu Hubungan InternasionalABSTRACT This work is aim to know the attention of the maritime security on defense policy in Indonesia, especially from President Susilo Bambang Yudhoyono regime. Maritime security situation that developed at that time considered to be vulnerable due to the large numbers of violations committed by actors from outside the country. Indonesia as a maritime and archipelago country should have a taft maritime defense that is not easy to intruded but the reality is different. On the other hand, system of maritime defense in Indonesia is still weak, especially in terms of weaponry. According to the phenomenon above, the sector of defense policy that highlighted is about the allocation of defense military budget. From the budget allocation of defense and military modernization program in the era of President Susilo Bambang Yudhoyono, this work can conclude whether there are changes to the defense policies regarding maritime defense issues. In carrying out this study, the authors used a qualitative method, referring to secondary data and literature. Some of the scientific works that is considered to be relevant to the topic used as reference. Additionally, the defense budget datas from the New Order regime to the era of President Susilo Bambang Yudhoyono presented and analyzed then by comparison and theories to see whether there is a pattern of changes in defense policy towards the maritime sector. Data on the other states national defense also used to strengthen the mindset in view the importance of the development of maritime defense.
