Diskriminasi Pelayanan Pendidikan Bagi Difabel (Studi Kasus pada SDN Kepuhan dan SDN 1 Jambidan di Kabupaten Bantul)

ABSTRACT Discrimination of Education has been a common case among difabel people nowadays, as what happened in SDN Kepuhan and SDN 1 Jambidan that located in Bantul regency. Discrimination of Education service has made the right of difabel people being ignored because of their special conditions. Even though there is inclusive education that comes with together principal and refuses differentiation, but has not been able to provide a good education for the difabel. This research is analyzing about discrimination in education service towards difabel people at SDN Kepuhan and SDN 1 Jambidan. The researcher adopted Vardi and Wiener theory about misbehaviour in organization because of reasoned action to make the research more focus. This research used qualitative method in description. To gather data, researcher used observational method, interview, and reference study. To choose the informan, the researcher used purposive sampling. Based on the result of the research, it can be concluded that the discrimination in education service for difabel in SDN Kepuhan and SDN 1 Jambidan Bantul regency happened because of subordination and stereotype toward difabel students such as separating their class or their seat position because of their different condition from other students. And then, there is education service feature that not useful for accommodating difabel students requirement either from learning medium aspect, curriculum or shadow teacher. Beside, discrimination in education service happens because of individual factor like lack of working ethos and lack of information access. And there is organizational factor caused by organization purpose attainment, monitoring system that hasn’t been operating yet and there is no appreciation or sanction giving which in the end will make the individual or organization do the bad things.
