ABSTRACT Evaluation of Community-Based Treatment Program for Street Children By Social, Labour, and Transmigration Agency (Dinsosnakertrans) of City of Yogyakarta Through Communication Forum of Community Social Workers (Forum Komunikasi Pekerja Sosial Masyarakat) of City of Yogyakarta. The research aims to see how far the government, in collaboration with community social workers, has been able to solve issues dealing with street children in City of Yogyakarta. A qualitative research is employed as the research method by analyzing secondary data and doing field interviews to enrich the data. The research shows that the biggest causes of street children emergence are economic limitation (poverty), parents influence, and the surrounding environment.. The government as the responsible party to deal with street children has issued a policy to solve problems of streetchildren by administering Community-Based Treatment Program. This program is organized by Social, Labour, and Transmigration Agency (Dinsosnakertrans) in collaboration with Communication Forum of Community Social Workers (FK-PSM). The indicators of program success are: the yearly and constant reducing number of street children, fulfillment towards children’s basic needs, and the number of children being re-united to the family which means the children do not stay in the street anymore. The result of the policy evaluation confirms that the government’s policy is not effective enough to resolve problems dealing with street children, as the policy cannot reach all street children. In fact, only 37% of street children in City of Yogyakarta are able to get assistance from the government, 27% get the assistance from shelters, and the other 17% get it from NGOs. Street children are beginning to accept the existence of government. It is proved by efforts employed by community social workers in the process of street children outreach. However, street children still experience trauma with the government, especially to SatPol PP because of the harsh actions they have ever received.
