Analisis Diplomatik Tim Satgas G-33 dalam Memperjuangkan Public Stockholding di WTO

2014 | Tesis | Ilmu Hubungan InternasionalABSTRACT This study aims to analyze the diplomatic strategy of the G-33 Task Force Team in fighting Public stockholding at the WTO. This is done because there are many problems faced by developing countries, including Indonesia in the agricultural sector. Momentum for G-33 countries amounted to 46 open after the convening of the 9th WTO Ministerial Conference in 2013.9th WTO Ministerial Conference resulted in an agreement in the form of "Bali Package" which gives leeway for 4 years to the developing countries to achieve food security through Public stockholding . Since the year 2013, the WTO opens the opportunity for developing countries to notify Public stockholding and Peace Clause in WTO. This study uses exploratory and qualitative methods which have the goal to get the information, insight, knowledge, ideas, and understanding to formulate and define problems, formulate hypotheses, and may be followed by further research. The form of this research includes in-depth interviews, surveys of experts, Focus Group Discussion (FGD), and study literature. The results showed that the Indonesian interests are formulated by G-33 Task Force Team in the Public Stockholding proposal include for food security, poverty alleviation, rural development, socio-economic progress and sustainability. In addition, the G-33 Task Force Team also must follow the provisions of the document G / AG / 2 and G / AG / 2 / Add.1 in order to notify the Public stockholding and Peace Clause in the Committee on Agriculture (COA) of the WTO. The conclusion of this study, there are several things that need to be prepared by Indonesia in order to optimize the role of the G-33 Task Force Team in designing pre-notification of Public Stockholding and Peace Clause in WTO. First, improving communication with PTRI Geneva. Secondly, improving communication with stakeholders outside government (NGOs, associations, etc.). Third, improve the quality of human resources by attending various training and development of analytical skills. Fourth, expand the network with actors in the WTO secretariat and other countries. Fifth, improve the supporting facilities such as the Internet and other networks. Sixth, improve the allocation of research budgets.
