Strategi Diplomasi Pemerintah Indonesia dalam Mendukung Industri Farmasi Menguasai Pasar Potensial Vaksin Global:(Studi kasus PT. Bio Farma(Persero)

2015 | Tesis | Ilmu Hubungan InternasionalABSTRACT This research aims to find out the diplomacy strategy of the government of Indonesia to support pharmaceutical industry particularly its single vaccine industry on entering global vaccine potential market. The research period is 2009 to 2013. The diplomacy strategy by the Indonesian government is multistakeholder diplomacy. The actors engaged on multistakeholder diplomacy is far more diverse, including states and other actors for example company, or in this research Indonesian state company PT. Bio Farma (Persero). Bio Farma has known for years for its research, development, dan vaccine production. As a global company, Bio Farma classified as late comer firm because it comes from developing country and excellence on basic immunization vaccine technology proved by the Pre-Qualification from World Health Organization. The constraints on Bio Farma’s effort to dominate global vaccine markets is the limit access focusing on basic immunization vaccine meanwhile the competition with The Big Five Vaccine Manufacturers needs technology development for advanced immunization vaccine. To exceed the limited market access, the Ministry of Foreign Affairs and the Ministry of Health are supporting Bio Farma to get new potential market of Organization of Islamic Cooperation (OIC) state members with offers of technology transfer. The constraints on advanced vaccine technology development exceeded with the initiation of forming Developing Countries Vaccine Manufacturers Network (DCVMN) to facilitate the research for new advanced vaccine. Global Alliance for Vaccine Initiatives (GAVI) roles on Global Immunizations Program and supporting developing countries vaccine manufacturers has changed the vaccine global selling. Developing countries dependencies on vaccine product by MNC gradually reduced by GAVI. GAVI is now supporting the developing countries vaccine industry with PQ to fulfill the vaccine demands of the developing countries. Keywords: late comer firm, PT.
