ABSTRACT This research discusses the efforts of disaster risk reduction community Based conducted in Padang City face the Mentawai Megathrust. To further focus the study, researchers adopted the theory of Michael Walzer who viewed from the point communitarian of view of social justice taking into account the principles of advocacy, competence and inclusion. It is based on research by several things, including disaster management policy that impressed topdown, lack of empowerment and community capacity to manage disaster risk. This study used a qualitative approach with descriptive type. Techniques of data collection conducted by interview, documentation and observation. The selection of informants was done by using purposive sampling. Based on the results, showed that Padang has made disaster risk reduction efforts by establishing a community-based organization of community-based disaster risk reduction. Through the community based organization of disaster risk reduction, government community-based partnership and cooperation with local disaster agencies likes KOGAMI. Subsequently, it was discovered some principles that still have not been able to be realized that inclusion, especially on special attention to vulnerable groups. Advocacy principles and competency has been implemented well, although there are weaknesses in the form of access to financial resources and human resources.
