Strategi Divisi Humas Mabes Polri dalam Upaya Mengembangkan Relasi dengan Media Periode Tahun 2011 - 2013

Abstract Law-related organization like Polri may get difficulty in facing mass media. Unfortunately, bad communication between police officer and media even ends on misunderstanding. They do not really understand each other’s duty so that they could not appreciate each other’s duty. The problem causes distrust between them. Since the reformation era, Polri became a civil organization, the right of media is supported in the act of pers, and public information openness is stated in the act number 14 year 2008. Polri tries to create a good relationship with mass media, either electronic media or print media, in order to build understanding between them, so that Polri could get positive opinion from society. Nevertheless, in fact, the relationship between polri and media has not well created yet as there are still various discorectness in delivering information and news. The purpose of this research is to comprehensively understand how a particular organization (civil-military) like Polri develops media relations. The object of the research is the practice of strategy created by Polri in developing media relations. This qualitative research required case study method to explain the phenomena by collecting a comprehensive data from the activities done by public relations division of Polri regarding the development of media relations. The result of research shows that public relations division of Polri is involved in various activities within the internal management in order to create a good relationship with media due to the public information openness. The public relations division of Polri has proactively developed media relations, particularly during 2011 to 2013 through the grand strategy which is included in second stage (2010 to 2014) or partnership building stage. Through the grand strategy, public relations division of Polri tries to maintain service sector by developing its structure and point of view to media, and creating some forums which involve mass media and interdivision relationship.
